Since EBSM is not a prescriptive methodology, the toolset can largely be deployed by a Library Service in a manner (order, timescale, frequency) that suits their specific needs - not all Library Services will have the same access to resources (funds, staff etc) to execute the toolset to the same degree.
However scheduling of the EBSM toolset is fundamental for ensuring that maximum repeatable stock improvement can be made - without scheduling it is likely that planned activities will not take place which will have a direct impact on the repeatable improvement being sought.
The methodology suggests that schedules should differ between the different Phases of EBSM that a Library Service is operating within.
During the very early stages (Assessment and Acclimitisation) a very simple schedule is suggested that makes priority use of the Stock Removal tools to enable a 'cull' of the most underused and poor quality stock to be carried out. This will help a Library Service to 'see the wood through the trees' and be able to plan effectively for the improvement process going forward.
When this position has been established, a Library Service will be able to move onto the latter phases of EBSM (Consolidation and Excellence) where more tools will be introduced over time to suit a Library Services needs - during these latter Phases the Stock Removal Tools will move down the priority list and take second place to EBSM Tools that generate improved stock relevance and performance - i.e. the Stock Demand and Stock Refresh Tools.
